The FBI was corrupted then, and under the control of Bill Clinton. There was an outstanding ethics investigation against the FBI Director, William Sessions, essentially trumped up, and that was used as leverage to keep him away from the scene at Waco. His water cannon plan was also rejected in favor of tear gas. (which was used to start the fire)
Then, three months after it was over, Bill Clinton fired the FBI Directr, (and replaced him with Louis Freeh) although the president had no authority to do so, except for cause. Bill Clinton did not mention the “cause” that he used to fire the director in his public statements, but merely said that he didn’t get along with his subordinates or something like that. There had been efforts made to get him to wquot voluntarily but William Sessions wouldn’t do that.
