Outsourcing Government in California

When Maywood, California, couldn’t get insurance, it opted to lay off all its employees and outsource its functions. Instead, it will turn to the private sector, a move that is expected to save money without sacrificing services.

If this works, maybe other communities will get on board. Who knows? Maybe it would also work for health care.

    It doesn’t offer any services, except for an elementary school.

    Saves on mayor’s salaries and stuff like that.

Los Angeles County is the home of “The Lakewood Plan”, named after Lakewood CA, which – when it incorporated in the early 1950’s – decided to contract with Los Angeles Co. for police and fire services instead of creating indiginous departments. There are quite a few cities in CA that avail themselves of this type of staffing, Maywood has just taken it to the next step by not having any employees, only those filling elected positions on the City Council, from which the Mayor is chosen on a rotating basis.

  3. Here are Maywood’s representatives in the state and federal government:

    California Assembly: John Perez, Democrat
    California Senate: “One Bill” Gil Cedillo, Democrat
    U.S. House of Representatives: Lucille Roybal-Allard, Democrat

    What are the odds that any of them see the idea of privatizing services to save money and consider even for a moment whether it would be a model for how the state and federal governments should run?

  4. JVW…Ms. Royball-Allard is also my Kongresskritter, and I think I can say with some authority that the three distinguished elected officials you note are pretty much in the pocket of the government employee unions.

    A lot of those Maywood cops will do a lateral transfer to the Sheriff’s Office, which is what happened when Compton CA disbanded their PD due to corruption and brutality charges. Now, Compton (10-15 years later) is talking about re-establishing their own PD – it’s all about the local pols having something that they can control. They don’t have that much influence with the County Sheriff, who is independently elected County-wide.

  13. In Ventura County, the Ventura County Sheriff provides police services to a great many towns quite successfully, including the one I grew up in.

  14. This is a common pattern for the small cities in California. MIssion Viejo has always contracted for police and fire to the County. It has not stopped the city council from going on a spending spree that reformer have been trying to stop for 10 years. I could write a book on the effort but it would be pretty discouraging.

    San Clemente dropped their fire and PD about ten years ago. My son worked for the city at the time and moved over to the state fire service.

  15. Main reason for the divestiture is that their police department is facing millions in damages due to their harassment of minorities and brutality visited upon Mexicans who actually live there. Cops are total assholes in Maywood as is the City
