I have no idea what it *really* means, but I am sure BO will be explaining it in full detail to everybody at his ongoing dog and pony shows. Or, perhaps other interested voters will want to ask their Dem congresspeople (whom I’m sure have been fully briefed and will be highly conversant on the subject) during campaign stops while they’re in recess. Good times.

If they areb’t able to put down the Doritos and move away from the TV by the time they are 17 then I sort of doubt if they will have the discipline to get through Organic Chemistry or Intermediate Rhetoric when they get to (community) college. Lots of luck to them, though.
