This is not really surprising. The frontal and upper parts of the brain deal with higher functions rather than life processes. I high velocity or large caliber bullet can release enough energy in the confining skull to damage a great deal of tissue but a FMJ bullet of moderate power such as a .32 ACP or .380 ACP can penetrate but do little damage beyond the tissue contacted. If these bullets don’t hit the hind brain or stem they are unlikely to cause the quick stop we associate with a head shot, though death may result from bleeding.
There was a documented case where a mining engineer who was using a steel pole to tamp sand over blasting powder in drilled holes put the bar in a hole with no sand. The bar struck a spark and the explosive drove the bar up through his head. I believe it entered under his jaw and came out the top front of his head. The attending Dr. said he lost about a teacup of brain matter. He was alive and conscious later and lived for years after. He did exhibit odd behavior and impaired judgment but was able to care for himself for years. This was a century or more ago, I think.
The area of the brain that would result in fast effect would be on the plane of the nose and ears.
