Republican Congressman Resigns

Republican Trent Franks announced his resignation, effective Jan. 31. Here is a portion of his statement:

Given the nature of numerous allegations and reports across America in recent weeks, I want to first make one thing completely clear. I have absolutely never physically intimidated, coerced, or had, or attempted to have, any sexual contact with any member of my congressional staff.

My wife and I have long struggled with infertility. We experienced three miscarriages.

We pursued adoption on more than one occasion only to have the adoptive mothers in each case change their mind prior to giving birth.

A wonderful and loving lady, to whom we will be forever grateful, acted as a gestational surrogate for our twins and was able to carry them successfully to live birth. The process by which they were conceived was a pro-life approach that did not discard or throw away any embryos.

My son and daughter are unspeakable gifts of God that have brought us our greatest earthly happiness in the 37 years we have been married.

When our twins were approximately 3 years old, we made a second attempt with a second surrogate who was also not genetically related to the child. Sadly, that pregnancy also resulted in miscarriage.

We continued to have a desire to have at least one additional sibling, for which our children had made repeated requests.

Due to my familiarity and experience with the process of surrogacy, I clearly became insensitive as to how the discussion of such an intensely personal topic might affect others.

I have recently learned that the Ethics Committee is reviewing an inquiry regarding my discussion of surrogacy with two previous female subordinates, making each feel uncomfortable. I deeply regret that my discussion of this option and process in the workplace caused distress.

We are in an unusual moment in history – there is collective focus on a very important problem of justice and sexual impropriety. It is so important that we get this right for everyone, especially for victims.

But in the midst of this current cultural and media climate, I am deeply convinced I would be unable to complete a fair House Ethics investigation before distorted and sensationalized versions of this story would put me, my family, my staff, and my noble colleagues in the House of Representatives through hyperbolized public excoriation. Rather than allow a sensationalized trial by media damage those things I love most, this morning I notified House leadership that I will be leaving Congress as of January 31st, 2018. It is with the greatest sadness, that for the sake of the causes I deeply love, I must now step back from the battle I have spent over three decades fighting. I hope my resignation will remain distinct from the great gains we have made. My time in Congress serving my constituents, America and the Constitution is and will remain one of God’s greatest gift to me in life.

Apparently, Franks had been the subject of rumors for a number of years:

One Arizona Republican said there had been rumors of inappropriate behavior. The Republican said the congressman had apparently been making plans to run for Senate in 2012, but abruptly canceled those plans.

“There’s been rumors swirling around him for years, at least in 2012,” the Republican said. “And if this turns out to be true, there won’t be that many people who are surprised.”

Given the very personal nature of the statement, my thoughts are with Mrs. Franks and their Franks’ adult children. This can’t be easy for them.

  2. Oi. That’s sad. Without knowing exactly what he said that made his subordinates uncomfortable, it’s hard to judge, and it doesn’t immediately seem to me that, absent the circus, this should require resignation.

  4. I am inclined to agree, aphrael, but without knowing what he said, it’s hard to judge. His statements sounds very heartfelt to me, but then again, why on earth would a lawmaker remotely consider discussing his infertility issues with staffers? How could he not know that would cross a line, as well as make them feel uncomfortable? Either he is absolutely tone-deaf and without any filters, or there was a closeness to the relationships that signaled it would be okay to discuss something so personal. Perhaps even with the blessing of Mrs. Franks?

    I really have no idea, but again, it’s just most peculiar.

    Rep. Mia Love (Utah) called on fellow Republican Rep. Blake Farenthold to resign on Thursday following reports that the Texas lawmaker used taxpayer money to settle a 2014 lawsuit with a former aide who claims Farenthold sexually harassed her.

    Love was asked on CNN if Farenthold should resign after the House Ethics Committee announced Thursday it would impanel a subcommittee to investigate allegations of sexual harassment against him.

    “Well, look, this is a culture of behavior, and I don’t think that he thinks he’s done anything wrong,” Love said. “But the fact is, somebody was paid off. And what’s frustrating to me is, the money that was used, it’s taxpayer dollars.”

    “I think that he should voluntarily resign,” Love added when pressed by CNN’s Kate Bolduan.

  17. Although it sort of “shocks the conscience” to use taxpayer money to pay off settlements, this is pretty much how it works in the private sector. If you harass someone, your employer is liable for damages. And your employer has a lot more money than you, an employee, so they make far more attractive legal targets.

    Same in education – a university that fails to protect a student or staff member from harassment has a much larger bank account to tap into than the perpetrator. Settlements paid over one student’s sexual harassment of another at a public university are essentially “taxpayer money” too.

    I suspect each congressman and senator doesn’t have their own HR department in Washington, so staff members are employees of the government, not the individual legislator. And thus the government (whose pockets are infinitely deep) would be the harassment litigation target of choice.

    I get the feeling there is a lot more to this that we aren’t being told. Franks is following the adage that when they are drumming you out of town, run to the front of the pack and make it look like a parade. He’s resigning in advance of something far more devastating coming to light.

    The operative lines of this appear to be his admission of saying ‘something’ that went over the line to make two different staffers uncomfortable enough about talk of the ‘option and process’ and who were distressed enough by it to tip off the Ethic Committee which was looking into it. He put his own period to the end of his sentence and bailed.

    Farenthold’s former communications director, Lauren Greene, accused Farenthold in 2014 of making sexually charged comments designed to gauge whether she was interested in a sexual relationship. Greene filed suit through the formal complaint process with Congress’s Office of Compliance.

    It was revealed last week that Farenthold used $84,000 in taxpayer money to settle the lawsuit. Farenthold has denied wrongdoing in the case.

    No, that’s not the reason, and he didn’t say that only recently if you read the New York Times story carefully. It just was reported recently. There seems to be a real attempt to confuse people about the difference between what they just heard, and what happened recently. Even when what they heard recently concerned what might have happened 40 years ago. And the Access Hollywood tape was 11 years old when it became public. Billy Bush was treated as if it happened the day before.

    The reason why Trump, from time to time, denies or expresses doubt about the tape is that what he said about the tape is that he was lying then, and he doesn’t want to say that he ever tells lies.

    He said it was “locker room talk” but if confronted with the claim that that means that he lied, he looks for a way out.

    Rush Limbaugh claimed that Trump was toying with people, but it is not that.

    Even I can’t believe he is that delusional. Trump lies constantly, with utter contempt for the truth. The sheer volume of untruth makes it clear that he couldn’t care less about it.

    OTOH, faced with the imminent possibility of watching his campaign collapse in humiliation, Trump actually admitted he was wrong about something and apologized for it – a truly singular event.

    Remember, this is a “Christian” who believes (and says) that he has never, in his life, done anything that he needed to ask God’s forgiveness for. The only flaw he admits is being too generous, kind and trusting.

    He can’t very well deny the apology, but by pretending (in the face of all evidence to the contrary) that the tape itself was somehow not genuine or real, he renders the apology moot and inoperative.

    In short, he’s trying to erase a fact from the past that he wishes wasn’t there, just like Orwell’s Ministry of Truth.

    According to the kind of thinking you, or NY Mag, are probably referring to, it is not that real victims lie, or that women who are pregnant and claim rape are usually lying about the rape – it is that there’d be a miscarriage in that case, although that wouldn’t apply to statutory rape but only what was legitimately called rape, and pregnant rape victims who carry births to term are just about something that doesn’t exist, so this is a nonexistent problem, and there was no reason for a rape exception in an anti-abortion law.

    This idea was not something invented out of whole cloth by anti-abortion zealots. Hormones or something were supposed to do this. While this maybe happens, it doesn’t happen universally. It is true that emotions can cause miscarriages.

  90. I must say my wife sniffed this one out before this latest report.

    I was telling her about it, and explaining his statement yesterday about years of infertility, twins via a surrogate, a desire to have another child, and that he approached staffers about the possibility of being surrogates.

    Then I mentioned the odd insertion of language about having used a surrogacy method that is “Pro Life” — and my wife said “Ahh Haaa!! He wanted to impregnate the surrogate himself.”

    Knowing a bit about this because of some family involvement, she knew that surrogacy pregnancies, which proceed via artificial insemination, usually involve the implanting of 3-4 fertilized eggs with the hope that at least one will imbed in the uterine wall, and the pregnancy will be successful. When 2 implant, you get twins. Using more than 3 or 4 eggs increases the possibility of triplets, which creates health risks for the surrogate.
