Macron: I Do Not Understand Incentives

How could this go wrong?

In a major concession by President Emmanuel Macron, France will suspend for six months a tax increase on gasoline and diesel fuel that had been slated for January, in an attempt to quell weeks of protests and rioting by the so-called Yellow Vests movement.

Prime Minister Édouard Philippe announced the move on Tuesday after briefing lawmakers in a closed-door meeting in Parliament.

“No tax warrants putting the unity of the nation in danger,” Mr. Philippe said.

For the past three weeks, the Yellow Vests protest movement has swept across France, clashing with the police and wreaking havoc in Paris and other major cities, defacing famed monuments such as the Arc de Triomphe.

The tax was made necessary by the Paris Agreement on climate change. Thugs have been breaking old statues and generally making a criminal nuisance of themselves, but that will probably never happen again, right? Creating incentives to do x does not get you more x — that’s what I was always told!

  27. One morning back when I worked at CERN and lived in France, I had to cross the border into Geneva to get to the train station and catch a train to an important meeting.

    At the border, some group of French labor-union yokels were blocking traffic to protest the end of some government hand-out or another due to the EU. Basically the same tactics as these gilets jaunes except they didn’t have the spiffy vests yet.

    I was in danger of missing my train thanks to their BS, so I rolled down the window and told them (in French) “I’m an American, I don’t give a f*ck about your problem.” Either the insult or my horrible accent (or both) apparently enraged them, and instead of forming a narrow human corridor that I could pass through safely at a couple km/hr, a few of them decided to get directly in the path of my car.

    Well. I had a train to catch, and my little Renault dix-neuf wasn’t stopping for anything. I leaned on the horn and kept going, determined to see whether any of them would take one for the team.

    The answer was no. One by one they leapt out of the way at the very last second. They were so pissed that I wouldn’t play their little game!

    As I recall, gas cost about 4-times as much as in the US even back then.

    It was about $1/gallon in the US, and the equivalent of $1/liter in France (slightly cheaper – like maybe $0.85-0.90/liter – in Switzerland, so we always bought it there).

    Here’s FAIR’s estimate, which is less than half of that figure.
    And FAIR of course is anti-immigration, meaning its figures probably overstate the amount, not understate it.

    Not by the Paris agreement (which specifies nothing) but by an attemopot to live up to it.

    For France to cut carbon emisisons is a fallacy. France already uses less fuel that when burned creates carbon dioxide, because it gets a lot of its electrical power from nuclear energy (a byproduct of its atomic bomb program)

    There wasn’t much to cut except transportation.

    From the protesters it sounds like they would continue using as much gasoline as before, except when and if it made businesses unviable.

    Unleaded 98 octane is 1.50 Euros per litre according to Google. 1 liter = 0.264172 gallons. This works out to $5.67. The extra tax that was scheduled to start in January and now has been postponed till July amounted to about 25 cents a gallon, according to the New York Times, so that would take it up to $5.92.

    Therefore it was about a 5% increase. More of course was more probably coming in the long run. the french government suggested people car pool or take public transportation, which it said would be increased.

    No, it’s 5.67 Euros not Dollars per gallon or €5.67 per gallon.

    A Euro is now $1.13 so the cost of gasoline now in France is about $6.50 and was schdeuled to go up to about $6.75 in January.
