   I believe one says either “Over” or “Out” not both.

   “Over” is for when a return communication is expected and “Out” is used to conclude the communication.

   Strictly speaking, that would be correct. However, given the occasion maybe we should sign off with one of my favorite maritime allied tactical signals, “AD28!”

   Which decoded to “Splice the mainbrace!”
