The record is loaded with instances of the government seeking secrecy, with various justifications such as &quot;grand jury,&quot; &quot;protect the accused FBI agent,&quot; etc.  The government did not want to publicize the results of its investigation into how the false confession was derived and promulgated.

On the other hand, I have yet to find a single shred of evidence that Higazy wanted any aspect of his accusation or thought process to be kept out of the public eye, and there is evidence that as of July 2002, he urgently wanted everything to be done in the open.</description>
