The poll question was not only misleading but leading as well. It uses the word “investigate” to lead the respondent into thinking in terms of criminal investigations. A more accurate term would be “gather intelligence”.

When did a “small number” of purely domestic calls become a “very” small number?

Could be several hundred.

From the Times’ piece:

Officials, who spoke on condition of anonymity because the program remains classified, would not discuss the number of accidental intercepts, but the total is thought to represent a very small fraction of the total number of wiretaps that Mr. Bush has authorized without getting warrants.

The poll question should have stipulated Bush’s assertion one party in the intercepted communication was usually outside our borders.
