It's a product of California's model of government, which is starkly different than the federal model. Our governor is more like a member of the legislative branch in his duties and powers, particularly line item vetos and near plenary appointments, while the Attorney General functions more like the executive than the governor does.</description>

		<description>Interesting post.  I'd always assumed the CA Senate had to confirm the nominees, in which case Rogan wouldn't have a prayer (though he might get nominated anyway so Arnold could say he tried).</description>
